Maharashtra has become the first state in the country to qualify for the second installment under the Rashtriya Krishi Vikas Yojana (RKVY) after successfully utilising more than 75% of the first installment released by the Government of India.
The announcement came during a virtual review meeting chaired by Union Agriculture and Farmers’ Welfare Minister Shri Shivraj Singh Chouhan, where the implementation of RKVY and other key agricultural programmes in Maharashtra was reviewed.
Maharashtra Qualifies for the Second Installment
During the meeting, the Union Minister informed that the Centre had earlier released ₹335 crore as the first installment under RKVY to Maharashtra. According to the review, the state has utilised approximately ₹260 crore, crossing the required 75% utilisation benchmark. As a result, the process to release the second installment of ₹335 crore has been initiated.
Shri Chouhan congratulated the Government of Maharashtra for becoming the first state to achieve this milestone and said the timely utilisation of funds reflects effective implementation of agricultural development programmes.
Focus on Transparent and Effective Fund Utilisation
The Union Minister emphasised that timely expenditure should always be accompanied by proper monitoring to ensure that public funds are utilised for the objectives for which they were sanctioned.
He also appreciated Maharashtra’s progress in generating Farmer IDs and referred to the state’s rapid financial assistance during previous flood situations, where compensation worth around ₹14,000 crore was transferred directly to farmers’ bank accounts within five days.
Review of RKVY Components
The meeting also reviewed the progress of various components being implemented under Rashtriya Krishi Vikas Yojana.
The Minister acknowledged satisfactory implementation under the Mission for Integrated Development of Horticulture (MIDH). At the same time, he advised the state to accelerate progress under:
- Digital Agriculture
- Agriculture Extension
- National Horticulture Mission (NHM)
- Seeds
- Oilseeds
- Agroforestry
He also recommended that pending liabilities under the Seeds component be cleared quickly to improve overall fund utilisation.
Discussion on PM Fasal Bima Yojana
Implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY) was also reviewed during the meeting.
The Union Minister stressed that farmers should provide accurate information while applying for crop insurance. He clarified that both Kisan Credit Card (KCC) holders and non-KCC farmers remain eligible for crop insurance benefits, while accurate disclosure of information is necessary to maintain transparency in the system.
He further highlighted that the Government provides financial support to farmers under the Kisan Credit Card Scheme through interest subvention and incentives for timely repayment, making correct beneficiary information essential for efficient utilisation of public resources.
Continued Focus on Agricultural Development
Expressing confidence in Maharashtra’s implementation capacity, Shri Chouhan said the state is expected to further improve progress across the remaining RKVY components and continue contributing to agricultural growth.
