This policy aims to give further thrust to the success delivered through concerted efforts directed under the previous agricultural policies of the state.\u201d<\/p>\n\n\n\n<p>As per the Agriculture &amp; Farmers\u2019 Empowerment Department, \u201cThe Government of Odisha announced its first agricultural policy in 1996. Subsequent policies were announced in 2008 and 2013. Back in 2008, the State Government acknowledged the centrality of farmers\u2019 welfare in its vision for agriculture. It not only identified ways to improve production and productivity but also focused on activities to improve farmer well-being. This focus was given a further thrust in the 2013 Policy where enhancing the incomes of farmers became the central theme. The current policy builds on that and aims to give an economic, social, technological, and political thrust to promoting farmers as producers, entrepreneurs, and innovators.\u201d<\/p>\n\n\n\n<p>The vision of the \u2018Agricultural Policy-2019\u2019: \u201cTo harness the potential of Odisha\u2019s agricultural sector sustainably, aimed at continuously raising farmers\u2019 incomes and welfare while ensuring nutritional security.\u201d \u00a0<\/p>\n\n\n\n<p>The Draft claims: \u201cThis policy will be focused on farmer well-being with the following objectives:<\/p>\n\n\n\n<p>1.&nbsp;&nbsp;&nbsp;&nbsp;Continuous growth in farmer incomes<\/p>\n\n\n\n<p>2.&nbsp;&nbsp;&nbsp;&nbsp;Making the growth process inclusive of small and marginal farmers<\/p>\n\n\n\n<p>3.\u00a0\u00a0\u00a0\u00a0Ensuring sustainable, stable, and scalable agricultural growth.<\/p>\n\n\n\n<p>The Draft further claims: \u201cThe sector-specific strategy in the Policy are designed on 8 pillars: SAMRIDHI \u2013 \u2018Leveraging Science and Technology\u2019, \u2018Adaptation to climate change\u2019, \u2018Markets (Domestic and Global), physical and financial, spot and future\u2019, \u2018Resource use efficiency ensuring higher productivity\u2019, \u2018Creating appropriate Infrastructure\u2019, \u2018Diversification of production to high-value agriculture\u2019, \u2018Human resource upgrading and skilling\u2019 and \u2018Strengthening Institutions\u2019.\u201d<\/p>\n\n\n\n<p>The Draft Agricultural Policy-2019 comprises 14 Chapters Chapter 1 is \u201cBuilding on KALIA\u201d, Chapter 2 is \u201cInput Management\u201d, Chapter 3 is \u201cLand and Water Management\u201d and so on while Chapter 14 carries \u201cTransformation in Governance\u201d. \u00a0<\/p>\n\n\n\n<p>\u201cKALIA will remain a flagship scheme of the government and will be strengthened and continued during the next five years.\u201d<\/p>\n\n\n\n<p>\u201cFarmers who can transform their livelihoods successfully using KALIA will be identified and duly rewarded on a yearly basis.
